Overview

COLIN REPRESENTS CLIENTS IN LITIGATED AND REGULATORY MATTERS.

Colin is a senior attorney in Dorsey's Regulatory Affairs group. Currently, he largely represents energy industry clients in a variety of contexts, including proceedings before state utility commissions, transactional matters, and advice and representation with regard to disputes. Earlier in his career, Colin primarily practiced as a construction lawyer. He has substantial litigation experience before courts, arbitral tribunals, and in administrative proceedings. As both a construction lawyer and now in his energy law practice, Colin has significant transactional experience particularly with regard to the construction and co-ownership of energy infrastructure. Colin also has experience with government contracting and environmental law.

Representative Experience

  • Represent clients in state utility commission proceedings
  • Advised client regarding issues arising out of joint ownership of power plant
  • Advised client on the regulatory and environmental considerations for acquisition of power plant
  • Provided advice and drafted contract amendments for joint ownership of transmission line
  • Advised utility industry clients regarding settlement of potential liability for Superfund (CERCLA) sites
  • Represented client in administrative litigation regarding state licensing of the Fargo-Moorhead Flood Diversion Project
  • Was lead associate representing defendant in litigation arising out of the collapse of the 35W Bridge
  • Represented general contractor as second chair at trial arising out of alleged design and construction defects at Tier III data center
  • Represent manufacturer in appellate matter regarding the jurisdictional limits of Minnesota's asbestos court
