Overview
BIANCA HELPS CLIENTS NAVIGATE THE COMPLEX PRIVACY AND DATA SECURITY LEGAL LANDSCAPE. SHE PROVIDES CLIENT-FOCUSED ADVICE ON DATA PROTECTION, DIGITAL MARKETING, ARTIFICIAL INTELLIGENCE (AI), AND OTHER TECHNOLOGY MATTERS.
Bianca’s practice focuses primarily on data privacy and security compliance, including experience in digital content/media, software, and technology transactions. She is a Certified Information Privacy Professional (CIPP/US) and Certified Information Privacy Manager (CIPM), designations given by the International Association of Privacy Professionals.
Bianca’s work includes drafting privacy policies and terms of use for websites and mobile applications, international data transfers, vendor privacy/security programs, training programs for clients, as well as compliance with state and federal laws, FTC guidance, TCPA, COPPA, CAN-SPAM, international privacy laws, and more. She has advised on data protection, information security, and data transfer agreements, as well as media/advertising issues, product development, privacy-by-design, data licensing, and the development of comprehensive information security programs. If and when security incidents occur, Bianca is a confident, calm, and reliable member of any crisis response team.
Bianca enjoys following the rapid new developments in privacy, AI, and internet law, as well as helping clients manage their data risks and bringing them into compliance. Her attention to detail and excellent research and drafting skills help her clients feel supported and reassured.
Bianca serves on the board of the Filipino Lawyers of Washington and is actively involved in the local legal community. During law school, Bianca interned with Washington Lawyers for the Arts and served as an extern at Sub Pop Records. As a former elite and varsity athlete, she brings a competitive edge to her practice and joins the legal profession with over ten years of experience working in hospitality and live events.

- Advised on comprehensive U.S. state privacy, consumer health privacy, and international privacy compliance programs for media, entertainment, hospitality, and technology services clients, including five-star hotels and exclusive resort/residence communities; entertainment districts, venues, and arenas; and music festivals.
- Drafted privacy policies, terms of use, community guidelines, and related policies/procedures for mobile app operators, e-commerce platforms and companies, artificial intelligence platforms and services, and digital media marketing companies.
- Evaluated data protection compliance obligations and strategies arising under CCPA, GDPR, and other US consumer privacy laws, in particular in relation to US and international data subjects, international marketing, and other operational and business development activities.
- Reviewed and negotiated technology services agreements and related data protection terms.
- Assisted with compliance obligations relating to international data transfers.
- Advised on web/marketing compliance, including email and SMS marketing opt-in, cookies, pixels, and online/targeted advertising compliance.
- Provided strategic advice on litigation regarding allegations of invasion of privacy.
- Provided guidance relating to on-site technology services (e.g. WiFi, guest services), as well as on-site services (e.g. health facilities, spa).
- Advised on data rights compliance, fulfillment, and related systems requirements.
- Advised on privacy-by-design and privacy-compliant products, databases, and marketing workflows.
- Advised on security incident investigations, response, and individual/regulatory notifications.

- Advised on due diligence matters related to privacy and intellectual property in corporate transactions.
- Prepared and negotiated software/SaaS licenses, subscription agreements, as well as resale, development, and professional services agreements.
