Overview

With over two decades experience in the electric power industry in various legal and business capacities, Tom has a broad perspective on the industry that he uses to provide professional and practical advice to his clients. 
Tom has practiced energy and environmental law both in private practice and in senior legal and management roles with two large public utilities in the western United States. He advises his clients on all manner of energy transactions in the electric power industry, including power purchase contracting, the development, acquisition, and repowering of fossil fuel-fired and renewable energy resources, and high-voltage transmission development, construction, and planning. Tom also advises on federal energy and environmental statutory and regulatory requirements, including those implemented under PURPA, the Federal Power Act, and NEPA and related statutes impacting energy project development. In addition to his private sector experience, Tom served in legal and policy positions with the U.S. Department of the Interior in Washington, D.C., supporting development of the department’s offshore renewable energy program.
